History

Hal has handled a diverse range of civil litigation with the U.S. Department of Justice, the U.S. Postal Service (where he served as General Counsel), and in public interest litigation. Hal has been appointed an Assistant or Special Assistant U.S. Attorney in three federal districts (including Los Angeles and Utah), and he has led litigation teams in cases involving over $22 billion. Hal has taught both Advanced and Basic Civil Litigation courses for the Justice Department. He has published decisions from three federal appellate courts, the California Supreme Court, and federal district and state appellate courts; Hal was profiled in The Ensign magazine (January 1991). Hal has obtained convictions in every case he prosecuted, and he has successfully litigated civil matters at every level of the state and federal systems.
